Which best describes how the Electoral College affects the executive branch?

The Electoral College formally elects the president and vice president. The president selects cabinet members, who are generally confirmed by the Senate; the Electoral College does not choose them. Therefore, “The Electoral College chooses the president and vice president” is the best description.
