Which of the following would make the best thesis statement for an argumentative essay?

An argumentative thesis should make a claim that can be supported with reasons and evidence, rather than simply state a fact. Choice D argues that the New Deal effectively helped the United States recover from the Great Depression, a claim people can debate using historical evidence. Choices A and B are factual statements, while C makes a claim but focuses narrowly on Social Security rather than the broader argument about the New Deal.
